I think your on the right track.
It looks like a small "English wheel" used in the shaping sheet metal
See this Link (http://www.bevenyoung.com.au/about.html) for some info

New van? you didn't get the green one that was on ebay for a 'five minutes' did you????
If you did, as I've heard on here before, man your fast!

orh thats an old time sailers tool, they used it on the Endeavour when the sailors were exploring new lands, because there were no wharfs they had to wade ashore, after visiting hundreds of islands in the Pacific they started getting a rash in the groin areas, so they used this tool like an old time washing machine wringer, step 1: place testicles between rollers, step 2: tighten screw till fit is comfortable step 3: tighten slighty till tears develop in both eyes step 4: slowly run rollers length of testicles and wala ..... dry nether region! ;)

Bren
When I was looking fo a site describing the English wheel I came across another one on how to make a one that could be held in a vice, a bit of rectangular tubing and a couple of bearings was all it took.
Will see if I can find it again

Here it is, very simple really.
Building an desk top English Wheel (http://www.roddingroundtable.com/tech/articles/12ewheel.html)
Have a look here about half way down for Another example (http://www.motorsportsinnovations.com/bonneville.htm)
And heres how to Use it (http://www.youtube.com/watch?v=APmSjzBvYd0)

Simple it is, but i think they really need to have a cast frame otherwise they move too much.
the upper and lower rollers need to be solid as a rock. generally the tube frames ones
move and cause ripples at the end of the rolled area. but i suppose it depends on how you
strengthen it...
when you realise you are probably not going to use it ben the offers still there :)
-
ok bren.. sorry i am going to use it.. i love playing with metal! gunna try making quater panels n stuff it will come in handy..
-
No probs. might be a bit of a squeeze for a quarter panel though, but you would get smaller patches and things in there.
-
Hi Ben, I'm pretty sure it is a hand held panel wheel. Had Vintage cars years ago, and aquired a much larger panel wheel, weighed about a ton (Yes brought it home on the trailer and managed to pull it off the trailer and thats where it stayed) , they have interchangable lower wheels with different curves and when you pushed the panel through the wheels it gives a curve in the steel, adjust the handle puts more pressure on the metal and pushes the metal out to give it the right curve. My brother was pretty good at rolling the panels, made door skins, rear panel for the tourer body, came in real handy. Good fun learning how to use it though.
